主讲人简介：郭焕修助理教授于2013年10月在University of Auvergne获得发展经济学博士学位，博士毕业后在加拿大谢布克大学（University of Sherbrooke）担任研究助理，2014年10月起南京大学环境学院做博士后研究，从2016年起任教于南京审计大学经济与金融研究院。主要研究方向为应用经济学、环境和资源经济学、发展经济学、农业经济学、政策评估等。主要研究成果发表在The Journal of Development Studies、Journal of Comparative Economics、China Economic Review、Journal of Cleaner Production等期刊上。担任China Economic Review、Journal of Economic Surveys、Environment and Development Economics、Journal of Cleaner Production、Natural Resources Forum等英文期刊审稿人，能熟练使用中文、英文、法文。

内容提要：This paper evaluates and benchmarks the carbon efficiency of 280 Chinese cities in 2012. Based on a comprehensive and accurate CO2 emissions dataset, three methods are compared: absolute ranking, Data Envelopment Analysis (DEA) and Stochastic Frontier Analysis (SFA). It is found that most cities with high carbon efficiency are located in the coastal regions of China, such as Guangdong province and Fujian province, whereas the least carbon-efficient cities are found in the central and western regions. Our comparative analysis indicates that cities with an intermediate level of carbon efficiency have a high volatility in their rankings, according to the different benchmarking method used. However, the most and least carbon-efficient cities remain consistent regardless of the method employed. Robust benchmarking results can help local governments to identify the top ranking cities and those that lag behind in low carbon development and to determine the efficacy of various options of carbon policy design. Carbon efficiency scores can also provide a basis for allocation of carbon emissions rights to boost the development of the nationwide carbon market in China.
